In 1885 the District Watchmen Force lost some of its local character by the Registrar-General being empowered to transfer the watchmen from one district of the town to another.

In 1887 the opinion of the Chinese Justice of the Peace was invited on the best means for suppressing crime and on the advisability of continuing the District Watchmen Force. The Justices were unanimously of the opinion that the Force should be maintained in existence under the control of the Registrar-General assisted by a Chinese Committee, that the funds should be collected by the Chief Watchmen or with the assistance of the Police, and that local committees should be formed in each district. No local committees have yet been formed, but since 1888 an Indian Police Constable has accompanied the Collector of the rate in order to act as a check on the Collector and as a guarantee that the collection is genuine, whilst in December, 1891, a District Watchmen Committee consisting of twelve Chinese Gentlemen was appointed by General Barker, the Officer Administering the Government.
7. Since December, 1898, the District Watchmen whilst on patrol duty have been placed under the regular supervision of the European Police: their beats are arranged to coincide with the Police beats, and the Registrar-General is supplied by the Police Department with monthly reports on the conduct of the watchmen.
8. The state of the District Watchmen Force on the 31st March, 1904, was as follows:-
6 Chief District Watchmen at $23 rising to $24 a month.
6 Assistant Chief Watchmen at $15 rising to $16 a month.
17 Special Service District Watchmen at $15.
12 First Class District Watchmen at $12.
15 Second Class District Watchmen at $10, and
41 Third Class District Watchmen at $9.
